Jat Reservation Bill A Win-Win Move For All, Says Manohar Khattar
"No section stands to lose, it is a win-win thing for all. A long pending issue has been solved, we have kept our promise. The Bill was passed unanimously in the Assembly," Mr Khattar told a press conference after the Bill was unanimously passed by voice-vote.
Opposition Congress members were not present in the House when the Bill was passed as they stayed away to protest the suspension of their three members for six months for tearing copies of the Governor's Address in the Assembly a fortnight ago.
While Mr Khattar and his cabinet colleagues, including Finance Minister Captain Abhimanyu, claimed it was a "historic day" for Haryana, opposition Congress slammed the BJP government.
Former Chief Minister Bhupinder Singh Hooda said what the BJP government had brought in the Assembly was a "carbon copy" of what the Congress had provided during its rule but the Supreme Court had quashed the move.
The Haryana Backward Classes (Reservation in Services and Admission in Educational Institutions) Bill, 2016 proposed to give reservation to Jats and five other castes - Jat Sikhs, Rors, Bishnois, Tyagis and Mulla Jat/Muslim Jat -- in government services and admission to educational institutions.
The Chief Minister, who was interacting with media persons shortly after he was greeted by Khap leaders following the passage of the Bill, said the provisions would be implemented immediately after the Governor's assent to the Bill.
He said a request would also be made to the Centre to include the Act in the 9th Schedule of the Constitution so as to shield it from judicial review.

Health Minister Nitin Patel, who heads the committee, said the CM will take the final decision based on the report. The Patels, a prominent community in Gujarat, have been demanding reservation under the OBC category since July last.
The Committee of Ministers was set up last July before the pro-quota stir by Patels had started, and after the agitation it was asked to look into the fresh demands also.
"We will meet the CM tomorrow and apprise her of the latest on the quota agitation. We will hand over our report, having our opinions, about the demands put forward by the Patel quota leaders to arrive at a compromise. The CM will take final decision based on this report," he said.
The announcement comes at a time when Patel quota body Sardar Patel Group (SPG), which worked closely with jailed quota leader Hardik Patel, has announced to start the second round of agitation if their demands are not met by April 17.
SPG chief Lalji Patel has also threatened to launch a 'Jail Bharo' agitation if the government does not accept their demands, which were handed over to the CM last month.
Similarly, Patidar Anamat Andolan Samiti (PAAS) leader Hardik also sent a 27-point charter of demands to the CM through BJP Porbandar MP Vitthal Radadiya.
"We have gone through the demands made by both SPG and PAAS. Just like them, we also want to find out an amicable solution. After studying these demands, we have prepared this report. We will also invite leaders of both these bodies to finalize the compromise formula in coming days," Mr Patel added.
Some of the key demands put forward by Hardik as well as SPG include reservation for Patel community, release of jailed quota leaders and withdrawal of cases against them, and action against the police officers who were involved allegedly in committing atrocities on members of the community.

Reservation in India
Reservation, by itself is being misused in India.
1970 was the time until which this system had to be in practice, after which India was supposed to be finding true talents. But now, even in 2015, even 45 years after the actual deadline for this system got expired, we're still dependent on it. Why? Because of lack of development within the stipulated period, and CASTE BASED POLITICS and
No party in India currently has the spine or the will to do something good for our education system.
An article of Indian constitution which I would like to bring forward is Article 334. When the constitution was first introduced on 26thNovember 1949, article 334 titled “Reservation of seats and special representation to cease after twenty years” stated
“Notwithstanding anything in the foregoing provisions of this Part, the provisions of this Constitution relating to—
(a) the reservation of seats for the Scheduled Castes and the Scheduled Tribes in the House of the People and in the Legislative Assemblies of the States; and
(b) the representation of the Anglo-Indian community in the House of the People and in the Legislative Assemblies of the States by nomination, shall cease to have effect on the expiration of a period of twenty years from the commencement of this Constitution:
Provided that nothing in this article shall affect any representation in the House of the People or in the Legislative Assembly of a State until the dissolution of the then existing House or Assembly, as the case may be.”
This meant that, reservation of SC/STs in House of the People and in Legislative Assemblies of the states should not be in effect post 1970. However, as per the 23rdAmendment which happened on 23th January 1970, article 334 of Indian constitution was amended to extend reservation for SC/ST and nomination of Anglo Indian members in Parliament and State Assemblies for another 10 years. This meant that reservations of SC/STs in the House of the People and in Legislative Assemblies of the States is extended till 1980. Basically, when constitution of India was written, the goal was set for twenty years to bring a reform among SC/STs. However, lack of accountability among politicians and creation of vote-bank politics resulted in further 10 year extension of the time-line. The worst was yet to come. On 25thJanurary 1980, article 334 of Indian constitution was again amended (45th Amendment) to extend reservation for SC/ST and nomination of Anglo Indian members in Parliament and State Assemblies for another ten years (up to 1990). 10 years later, on 20thDecember 1989, article 334 of Indian constitution was once again amended (62ndAmendment) to extend reservation for SC/ST and nomination of Anglo Indian members in Parliament and State Assemblies for another ten years (up to 2000). Ten years later, on 25th January 2000, article 334 of Indian constitution was amended (79th Amendment) for the 4th time to extend reservation for SC/ST and nomination of Anglo Indian members in Parliament and State Assemblies for another ten years (up to 2010).
So, basically, the concept of reservations of seats for SCs/STs in House of People and Legislative assemblies was meant for twenty years but incapable/unaccountable politicians extended it till sixty years. The most disheartening fact is, the situation of SCs/STs in India still remains as backward as it was during independence. Who is responsible for it? I would say, it’s the people belonging to SCs/STs, especially because they haven’t demanded their elected representatives to develop them. How long can the nation tolerate reservations in the name of caste when people itself want to stick to their backwardness? It appears that, by the end of 2010, the constitution will be once again amended to extend the reservations for SC/STs for another 10 years. This will continue to happen until SCs/STs wake up and demand progress and accountability from their elected representatives. Also, they need to start realizing that, their elected representative need not be from SCs/ST to understand their problems.
I hope sense prevails in India.

I am against Reservation
There are many people who is against Reservation Quota system, even in SC/ST/OBC and they also ignored to get the benefits, but there are many general category and high profile people who loves to get the certificate of SC/ST/OBC even they don't deserve.
There are many who have luxury life but they still want RESERVATION QUOTA, WHY?
